If they can't help you, chances are they will be able to direct you to someone who can answer your questions. Before selling your water damaged vehicle, keep in mind that honesty is the best policy. If you cannot sell your water damaged car, you can always donate it to a charity like Goodwill and get a nice tax write off for the charitable donation.
